Yes...To recover wifi saved passwords on android requires root access because the log of wlan placed in root folder /
Location:
/data/misc/wifi/wpa_supplicant.conf
It may be accessed without root by terminal command with help of busybox.
If it is placed on. Etc folder there is no root access needed
In some android Devices the log file in etc folder location:
Root
/etc/wifi/wpa_supplicant.conf
Most of the devices not work but in some cases exception
